In the past few months, in order to deal with the emerging epidemic of the Corona virus (Covid-19), this has led to an island change in the way we work and live during it. Governments and various business establishments in most countries of the world have to focus on moving to remote work and even carrying out the burdens of remote governance as well, in an attempt to struggle to understand the future in light of the global health pandemic associated with the outbreak of the new Corona virus.
Recent events have shown that technology and digital data have become indispensable tools for government interests and various business establishments in order to adapt to emerging changes. This has led to the leaders of countries re-evaluating their plans and envisioning the target future in which modern information technologies are a major tool that helps government interests and business establishments in attempts to overcome the challenges caused by the modern health pandemic.
Accordingly, within the framework of their commitment to help obtain the tools needed to overcome the newly emerging challenges, many global technology companies have turned towards keeping the world connected, secure, and providing products and services remotely by dealing with the current health crisis. Thus, modern information technology has enabled various transformations to seize an unprecedented opportunity to create greater value for society in improving public health, citizen participation in decision-making, promoting recovery and economic growth, while ensuring the continuity of the operations performed.
In this context, it supported the digital transformation policy, which has become adopted with greater flexibility in the face of the current crises of change. For example, as a result of solutions based on cloud technology, it is possible to quickly expand its scope to meet demand, and quickly introduce new services. It has also become in the ability of newly emerging information technology architectures to adapt to any new conditions quickly. Cloud technology can easily capture and share data to support highly secure scientific and organizational collaboration.
However, many business establishments and various government interests, especially in developing countries, are facing many challenges in their pursuit of the desired digital transformation. Where the allocated budget may be limited in its specific scope and limited to certain activities. This makes governments and businesses navigate the highly complex procurement and approval processes. Rehabilitating, training and improving the skills of the workforce that already exists, while attracting new talents to carry out the tasks required by the digital transformation that occurred, still represents a great challenge as well, especially with remote work and even remote government. In addition to all these challenges, we must face the stress of cybersecurity challenges, the flexibility required for digital transformation.
The following is a review of the challenges of digital transformation targeted by different organizations, which can be combined into three main factors that represent the familiar challenges faced by all government facilities and agencies in their relentless pursuit of modernity, which are represented in the following:
The challenges of harmonizing information technology and business in different establishments and interests.
Challenges of budget constraints
inherent risk challenges

1) Challenges of harmonizing information technology and business in different establishments and interests:
There is a palpable desire and endeavor by many business establishments and governmental interests in order to maintain a harmonious and secure environment that can be realized through decision makers as responsible guardians and leaders. In this context, there may be some interruptions when information technology departments or centers lack these facilities or interests to see the results expected to occur by decision makers, or when they feel that they like to be experts in technology in order to get something done. Therefore, the focus on communication and harmonization between information technology, finance and production has become essential elements that can help the leadership of these enterprises and interests to contribute to the best of all of them.
2) Challenges of budget constraints:
Various businesses and government interests face limited budgets and complex budget processes. These establishments and interests are responsible to their customers and citizens who spend their money in obtaining products and services directed to them. In addition to this, these establishments and various interests due to the revenues collected from them, in addition to the priorities of the community as reflected in the rules of purchase and supply that do not include appropriate checks and balances. In these cases, business establishments and government interests are preparing to face the most difficult financial climate to which they are exposed, as spending must be examined and justified with extreme accuracy, in addition to the overlapping of jurisdictions, and silos of dispersed budgets, and in the context of the differences between capital and operating expenditures, and simply facing the complexity in preparing budgets and approval on her. All of these dimensions can limit the speed of the targeted digital transformation.
At the same time, modern technology can greatly reduce the underlying costs. In many cases, investments are more predictable than savings. This requires the existence of new entrances that increase flexibility and serve more citizens at a lower cost. It also simplifies management and free resources to focus on improving citizen participation and service.
In some cases, the challenges arising from the budget include the basics of the available opportunities, where the resulting changes or crises can unleash financing unexpectedly, as has already happened when attempts to confront the emerging pandemic of the Corona virus that recently affected the world. Therefore, having a clear vision of what you are heading from an information technology perspective can help in making most of these possibilities even if the available opportunity is limited.
3) Challenges inherent risks:
A business may lose money or customers when its digital initiatives fail. Where governmental interests are
